Access Control Specialist

Job Description:
The Public Building Authority is currently recruiting for the position of Access Control
Specialist. Under the direction of the Director of Security & Life Safety, Access Control Specialists are
responsible for the following duties:

Duties:
Assist with maintaining the automated access control system to include technical functions of
systems parameters and program criteria with a database of over 8,000 active access control
cards, approximately 800 card readers and 50 monitor alarm points utilizing local both and remote
host servers.
Operate the automated access control system consisting of proximity access control
hardware/software and programmable database that controls alarmed security points and access
control points with individual access levels, times and authorizations for PBA managed properties
and facilities.
Operate the photo identification system to include badges, authorization levels, issue/reissue, and
retrieval of badges/access cards.
Assist with the archiving of automated records to ensure accuracy of automated reporting system
used to provide activity reports for system evaluation, management review, and other purposes as
authorized.
Assists with CCTV video recording review and requests when needed.
Reports concerns to Director, Security & Life Safety, or appropriate PBA staff member(s).
Ensures that proper access control measures are provided for the tenants, visitors, and staff of the
Public Building Authority.
Other work as assigned by the Director of Security & Life Safety.

Qualifications:
Minimum of a high school diploma or general education degree (GED).
Must have no felony convictions. Must have no misdemeanor convictions that would compromise
the mission of the Public Building Authority.
Must have a current Tennessee driver license.
2 years of Access Control experience preferred.

Knowledge, Skills, and Abilities:
Ability to offer alternative solutions to achieve objectives

Knowledge of records management systems and procedures.

Basic understanding of property management and building security.
Must be physically able to sit, walk, or stand for extended periods on a regular basis. Must be able to use
body members to work, move or carry objects or materials weighing up to 50lbs. All candidates must
successfully pass a preemployment drug screen and preemployment physical prior to final job offer.

Communications Officer

Job Description:
The Public Building Authority is currently recruiting for the position of Communication
Officer. Under the direction of the Director of Security & Life Safety, Access Communication Officers are
responsible for the following duties:

Duties:
Provide dispatch services for Public Building Authority safety officers, park patrol officers,
maintenance, as well as various facility and park service personnel. Also dispatches and
coordinates with police, fire, and emergency medical services on PBA managed properties.
Monitors telephone calls for security, maintenance, housekeeping, and other services from
the public and facility tenants. Dispatches appropriate personnel as required.
Monitors and receives fire, intrusion and help alarms and dispatches Security Officers as
needed
Monitors access control badge reading equipment and reports any system alerts and
failures.
Monitors and controls digital surveillance cameras on video wall and workstation computers
and dispatches appropriate agencies.
Maintains computerized incident log/reporting system of all dispatches and emails reports to
appropriate personnel.
Maintains twoway radio communications with security officers in the field.
Sends Rave emergency text messages to alert facility tenants and PBA employees as directed
by the CEO/Administrator of the Public Building Authority or the Director of Security & Life
Safety.
Issues keys, contractor badges and temporary employee proximity badges as required.
Maintains a key and badge signout log.
Monitor elevator control equipment, as well as fire alarm safety system.
Other work as assigned by the Director of Security & Life Safety.

Job Description:
The Public Building Authority is currently recruiting for Security Patrol Officers. This position will work to ensure the safety of the public, tenants, and staff at PBA managed properties
Under the direction of the Director of Security & Life Safety, Security Officers are responsible for the
following duties:

Duties:
Assists with providing continuous surveillance of assigned facility.
Provides continual inspection of safety and security on PBA properties.
Reports concerns to immediate supervisor or appropriate PBA staff member(s) on an ongoing
basis.
Ensures that proper security and life safety measures are provided for the public and the building
tenants.
Provides safety and security assistance and information to members of the public and building
tenants.
Patrols assigned buildings, streets, parks, and garages of PBAmanaged facilities to ensure no
safety or security concerns are present.
Investigates and reports accidents and/or incidents that occur on PBAmanaged properties.
Other work as assigned by the Director of Security & Life Safety.

about us

PBA manages over 5 million square feet of buildings for the City and County. PBA originally developed and owns the City County Building, which is approximately 531,000 square feet in size. With a staff of 165 employees, PBA oversees maintenance, grounds, security, life safety and custodial activities for most locations under their management. PBA also manages the public parking garages and lots with internal staff overseeing parking operations as well as booth attendants. PBA began on-street parking enforcement as a pilot program on Gay Street for the City of Knoxville in 2015 and have expanded enforcement within the Central Business District and Cumberland Avenue corridor as well.

PBA manages over 6,000 phone systems for the City and County. The PBA Project Development Department acts as an owner’s representative for Knox County and the City of Knoxville. We manage construction projects as assigned by the City or County Mayors. All PBA contractors/vendors needed for other services are competitively selected by RFPs, RFQ’s or bids.
